How Europe’s Industrial Giant Swapped Cars for Paperwork

The IMF just nearly doubled Germany's growth forecast. In the same year, its car industry employs fewer people than at any point since 2005. So which story is true?

Both — and they're connected. Germany's new growth isn't the old industrial machine restarting. By the Economy Minister's own account, two-thirds of the upgrade comes from state spending on infrastructure and defence, funded by a reformed debt brake and a €500bn special fund. Meanwhile, industry has lost almost half a million jobs since 2019, energy costs twice what US factories pay, and car exports to China have more than halved.

We also look at why this matters for Central Europe — and make the strongest case FOR Germany's borrowing.

In fairness

Debt-financed investment is exactly what economists (IMF, Bundesbank critics of the debt brake) asked Germany to do: its rail, bridges and army were genuinely underfunded, its debt (~63% of GDP) is half of France's, unemployment is ~6%, exports grew in 2026, and part of the industrial slump is a cyclical energy shock, not proof the model is dead. Borrowing to invest can raise future productivity — if it is spent well and fast.
